Overview
Joseph Rowntree Foundation (JRF) is a UK-based independent social change charity established in 1904 by Quaker businessman and philanthropist Joseph Rowntree. The organisation was created to investigate and address the root causes of social problems, particularly poverty and inequality.
Headquartered in York, JRF works to support a transition towards a future free from poverty where people and planet can flourish. Its work combines research, policy engagement and partnerships with organisations across the public, private and voluntary sectors.
Mission and focus areas
JRF’s mission is to accelerate progress towards a fairer and more equitable UK by generating evidence and supporting systemic change to reduce poverty. The organisation focuses on identifying structural causes of disadvantage and influencing policy and practice through research and public engagement.
Core areas of work include housing, work and incomes, neighbourhoods and communities, care systems, and wider social and economic inequalities. JRF also explores issues such as wealth distribution, funding models and investment practices that contribute to more sustainable and equitable economic systems.
Structure and governance
Joseph Rowntree Foundation operates as an independent charitable organisation governed by a board of trustees and an executive leadership team. The organisation is politically neutral and operates independently of government and political parties.
The foundation works closely with a range of partners including researchers, civil society organisations, community groups and policymakers. JRF also acts as the parent organisation of Joseph Rowntree Housing Trust, a housing association that provides affordable housing and care services in York and surrounding areas.
Programs and offerings
JRF produces research reports, policy analysis, datasets and public commentary focused on poverty trends and social change in the UK. Its publications and insights are widely used by policymakers, academics, practitioners and advocacy groups to inform debate and policy development.
In addition to research, JRF funds and collaborates with organisations working on innovative approaches to social change. The foundation also convenes networks, supports social investment initiatives and develops evidence-based resources aimed at shaping public policy and enabling long-term solutions to poverty and inequality.
