Overview
International Telecommunication Union (ITU) is a specialised agency of the United Nations established in 1865 as International Telegraph Union. Headquartered in Geneva, it is one of the oldest intergovernmental organisations. ITU’s core purpose is to coordinate global information and communication technologies (ICTs) and enable international connectivity.
Mission and focus areas
ITU focuses on ensuring that ICTs are accessible, affordable and globally interoperable. Its work spans developing international technical standards, allocating radio-frequency spectrum and satellite orbits, and supporting digital infrastructure development, particularly in emerging economies.
The organisation contributes to sustainable development by promoting digital inclusion and closing the connectivity gap. Through initiatives aligned with global development goals, ITU supports innovation, broadband expansion and policy frameworks that enable inclusive economic growth and digital transformation.
Structure and governance
ITU operates through three core sectors: Radiocommunication (ITU-R), Telecommunication Standardization (ITU-T), and Telecommunication Development (ITU-D), each addressing distinct technical and policy areas. These sectors are supported by a General Secretariat led by a Secretary-General.
Governance is led by the Plenipotentiary Conference, comprising all member states, which sets strategic direction and elects leadership. Between conferences, the ITU Council oversees operations and policy implementation.
Programs and offerings
ITU delivers a range of outputs including global technical standards, regulatory guidance and development programmes. Its standards enable interoperability across telecommunications networks, devices and services worldwide.
The organisation also provides capacity-building initiatives, data resources and partnerships that support digital infrastructure deployment. Programmes aimed at bridging the digital divide and advancing emerging technologies make its resources particularly relevant for policymakers, industry stakeholders and sustainability-focused practitioners.
