Overview
Global Facility for Disaster Reduction and Recovery (GFDRR) is a multi-donor partnership established in 2006 to support low- and middle-income countries in understanding, managing and reducing their vulnerability to natural hazards and climate change. It operates as a grant-funding mechanism administered by the World Bank, working with national, regional and international partners to mainstream disaster risk management into development strategies and planning. GFDRR plays a role in global resilience efforts by providing technical assistance, resources and policy support to strengthen disaster preparedness and long-term recovery.
Mission and focus areas
GFDRR’s core mission is to help countries prepare for, withstand and recover from natural and climate-related disasters by integrating disaster risk reduction and climate adaptation into broader development frameworks. It focuses on risk-informed decision making, disaster risk analytics, resilient infrastructure, urban resilience and climate-disaster risk management for health systems, among other thematic areas. GFDRR’s work supports sustainability objectives by encouraging risk-aware investment planning, fostering resilient cities and infrastructure, and contributing to financial protection strategies that reduce long-term economic losses from disasters. Such efforts align with sustainable finance principles by embedding risk considerations into policy, investment and planning contexts.
Structure and governance
GFDRR is governed as a partnership of donor countries, international organisations and development institutions, with funding pooled through trust funds managed by the World Bank. A Consultative Group comprising partner representatives guides strategic direction and programming. GFDRR collaborates closely with United Nations agencies, regional bodies and local governments to implement its activities and ensure coordinated disaster risk management outcomes.
Programs and offerings
GFDRR delivers a range of outputs, including grant funding for country-led disaster risk management projects, analytical tools and guidance, capacity-building resources and knowledge products. Its Knowledge Hub provides research, e-learning, case studies and practical tools for practitioners. GFDRR also supports flagship initiatives such as disaster risk finance analytics and early warning systems, helping stakeholders integrate resilience into development plans and investments.

GFDRR helps communities and countries reduce risk, prepare for, and recover from disasters by integrating disaster risk management and climate change adaptation into development strategies and programs. Through these actions, GFDRR supports countries to implement the Sendai Framework for Disaster Risk Reduction, the 2030 Agenda for Sustainable Development, and the Paris Agreement.
