Overview
Center of Economic and Law Studies (CELIOS) is an Indonesia-based independent research institute focused on economic, legal, and public policy issues. It aims to address systemic inequality and the climate crisis through interdisciplinary research and advocacy. Its philosophy centres on advancing fiscal and climate justice while promoting equitable and sustainable development.
Mission and focus areas
CELIOS seeks to produce high-quality research and policy solutions related to energy transition, sustainable finance, and restorative economic systems. Its work emphasises fiscal justice, just energy transition, socio-bioeconomy, and inclusive digital economy development, while amplifying the voices of affected communities.
The organisation contributes to sustainable finance by analysing financing pathways for clean energy and advocating for equitable economic policies. It also engages in strategic litigation and policy advocacy to ensure that financial and economic systems support environmental sustainability and social equity.
Structure and governance
CELIOS operates as a research-driven organisation composed of researchers, policy analysts, and advocacy professionals working across thematic desks. These include areas such as sustainable finance, fiscal justice, mining advocacy, and energy transition.
Leadership includes an executive director and multiple directors overseeing specialised research areas. The organisation collaborates with expert advisors, civil society partners, and international networks to strengthen its analytical and policy influence.
Programs and offerings
CELIOS produces a wide range of outputs, including research reports, policy papers, op-eds, and analytical tools such as indices and dashboards. Its work supports evidence-based policymaking and informs debates on economic reform, energy transition, and international relations.
It also convenes public dialogues, policy forums, and expert roundtables that bring together stakeholders from government, academia, and civil society. These programmes facilitate knowledge exchange and promote practical solutions for climate and fiscal challenges.
Our dream
At CELIOS, we believe that fiscal, land, and energy policies must serve people and ecosystems, not oligarchic interests. Our mission is to transform governance structures into tools of equity, resilience, and justice. Today’s systems, where public resources are hoarded by a few while communities bear the costs, fuel inequality, ecological destruction, and political disenfranchisement. This must change.
