The Consultative Group to Assist the Poor (CGAP) is an independent think tank that works to empower poor people to build resilience and capture opportunities through financial services. CGAP is a global partnership of more than 30 leading development organisations working to advance the lives of poor people, especially women, through financial inclusion.

OVERVIEW
CGAP develop innovative solutions through practical research and active engagement with their global partners on building responsible and inclusive financial systems that help move people out of poverty, protect their gains and advance global development goals. CGAP view digital technologies as one of the critical means for reaching large numbers of poor people in cost-effective ways and focus on the special challenges for financial inclusion faced by women.
In their five-year strategy covering the period 2018 to 2023, CGAP has identified four interconnected priorities, which govern the direction of their project work:
- Creating value for poor customers, especially women and other excluded segments.
- Building sustainable business models that deliver financial services to the poor at scale.
- Developing the enabling infrastructure to connect people to financial services in a digital world.
- Fostering a policy environment that supports innovation while protecting consumers.
CGAP is supported by bilateral and multilateral agencies, foundations and development finance institutions who leverage their work and take solutions to scale. Housed at and administered by the World Bank as trustee but with a separate governance and funding structure, CGAP serves as an independent platform to exchange knowledge and coordinate financial inclusion efforts.
CGAP has led various transformative projects to advance financial inclusion including supporting Ghana’s inclusive payment ecosystem, transforming Pakistan’s digital finance landscape. Over several years, CGAP worked with government and industry to redraft bank regulations to allow mobile network operators to offer digital financial services (DFS). This resulted in the Bank of Ghana issuing new mobile money regulations in 2015. By 2017, financial inclusion had risen to 58 percent and mobile money accounts more than doubled.
MISSION STATEMENT
CGAP works to make financial services meet the needs of poor people, with a special focus on women. We spur innovations, test solutions, and inspire change through knowledge and partnerships. By advancing responsible and inclusive financial systems, we help move people out of poverty, protect their gains, and advance global development goals.
FUNDING SOURCES
CGAP is a membership based organisation. CGAP is supported by bilateral and multilateral agencies, foundations and development finance institutions who leverage their work and take solutions to scale. Total donor contributions in FY21 were US$27.2 million, a significant increase from US$20.4 million received in FY20. CGAP bilateral members provided 39% of the total FY21 contributions, while foundations provided 43%. Multilaterals provided 16%, and DFIs provided 2% the total funds required to implement CGAP work program in FY21. See the complete list of CGAP members.
