Overview
Multilateral Investment Guarantee Agency (MIGA) is a member of World Bank Group established in 1988 to encourage foreign direct investment in developing economies. Headquartered in Washington, DC, MIGA provides political risk insurance, credit enhancement and guarantee products that help investors and lenders manage non-commercial risks.
MIGA’s overall mission is to support economic development and poverty reduction by increasing investor confidence in emerging markets. Its work focuses on reducing barriers to private investment in sectors such as infrastructure, energy, transport, healthcare and financial services.
Mission and focus areas
MIGA promotes cross-border investment by offering guarantees against risks including expropriation, currency transfer restrictions, breach of contract, war and civil disturbance, and non-honouring of sovereign financial obligations. The organisation aims to mobilise private capital into projects that contribute to economic growth and development outcomes.
The organisation aligns closely with sustainable finance objectives through its support for infrastructure, renewable energy, climate resilience, digital connectivity and inclusive economic development projects. MIGA also contributes to ESG-related investment practices by encouraging responsible investment standards and improving risk management in emerging markets.
Structure and governance
MIGA operates as one of the five institutions within World Bank Group. It is owned by its member countries and governed by a Council of Governors and a Board of Directors representing shareholder governments. Day-to-day operations are managed by executive leadership and specialist teams focused on underwriting, risk management and project evaluation.
In recent years, MIGA became the home of the World Bank Group Guarantee Platform, which integrates guarantee products and expertise across the broader organisation. This structure is designed to simplify access to guarantees and improve coordination across development finance activities.
Programs and offerings
MIGA’s main offerings include political risk insurance, credit enhancement guarantees and trade finance guarantees for investors and lenders operating in developing markets. These products are intended to reduce investment uncertainty and support long-term infrastructure and private sector projects.
The organisation also publishes project information, impact reports, scorecards and sector resources that support investment analysis and development finance research. Its guarantees are widely used in sectors linked to sustainable development, including renewable energy, transport, healthcare, agribusiness and digital infrastructure.
Our Impact
Fragile and Conflict-Affected Situations (FCS)
MIGA’s mission is to get investment capital flowing into fragile countries so they, too, can benefit from the local industries that spring up when investors look abroad.
