The report discusses four primary public policy considerations and their corresponding recommendations.
- Foster innovation and open development: The report recommends addressing global societal challenges and investing in AI innovation to find solutions for the world’s most significant issues, such as curing cancer, ensuring food security, controlling climate change, and achieving inclusive economic growth. Governments should also create conditions necessary for experimentation by promoting investment, making funds available for R&D, and addressing barriers to AI development and adoption.
- Create new employment opportunities and protect people’s welfare: To mitigate the impact of AI on jobs, the report suggests implementing programs to encourage human employment, particularly government-funded infrastructure projects that focus on incentivising employment. Additionally, governments should implement policies that support the up-skilling and re-skilling of its workforce, particularly in job areas that are less likely to be automated.
- Liberate data responsibly: AI relies heavily on data, and governments need to ensure the responsible handling of data by promoting policies that eliminate unwarranted data localisation mandates, make useful datasets available to the public while protecting privacy, encourage the development of testing data sets, and promoting AI tools to access encrypted data for analysis while not requiring data transfer.
- Require accountability for ethical design and implementation: According to the report, trust in AI demands that organisations demonstrate responsible handling of the technology. Therefore, governments, industry and academia should apply the Information Accountability Foundation’s principles to AI. Organisations implementing AI solutions should have the appropriate processes, policies and resources in place to meet those principles. Governments should also determine which AI implementations require algorithm explainability to mitigate discrimination and harm to individuals.
The report argues that AI can create significant economic progress while solving some of the world’s most challenging problems. However, to realise the potential of AI, governments must actively promote policies for developing AI technologies and protecting privacy and security, among others.
