OVERVIEW
This paper investigates capacity building in the Paris Agreement’s Enhanced Transparency Framework and how this can be supported by the lessons learned from countries’ experiences and UNFCCC processes. The report notes that capacity building is vital in promoting transparency and that some countries struggle to meet transparency requirements both pre- and post-Paris Agreement. The report provides six key recommendations learned from 13 case studies to inform the creation of effective, integrated, and sustainable capacity building efforts aligned with the new transparency framework.
This chapter explores several processes under the Paris Agreement and UNFCCC that are involved in enhancing capacity building in transparency-related environmental protection matters. The report notes that decision-making points in 2019 will impact how capacity building serves the Paris Agreement and supports the implementation of the enhanced transparency framework. The chapter also maps some initiatives that work towards supporting the enhancement of the transparency framework. Recommendations to support capacity building include the importance of identifying inherent barriers to capacity development, closing gaps within capacity-building needs, the involvement of all stakeholders and international cooperation.
Chapter three reviews the capacity-building journeys of several countries in building their transparent and sustainable systems over the past 20 years. The chapter highlights key lessons based on the author’s reflections, relevant UNFCCC technical reports, and brief case studies that illustrate ways the countries have tackled some of their capacity challenges. Recommendations in the chapter include investing in a well-designed governance system, mainstreaming transparency into planning, translating data into a meaningful format, and stakeholder consultation throughout the process.
This report concludes that the new transparency requirements in the Paris Agreement’s Enhanced Transparency Framework need supportive and impactful capacity-building processes to be sustainable in the long term. The importance of effective learning from lessons and experiences under the UNFCCC structure is emphasised, providing the foundation to inform the new framework’s structure. Capacity building must be cooperative, integrated, and sustainable.
